In 2014, Rapid Asia carried out a mid-term evaluation for the Project for Local Empowerment (PLE) on the Thai-Burma border, a USD 40 million program sponsored by USAID. A mixed-methods approach was used to assess access to humanitarian assistance including health care, education, protection, and food security, delivered to the most vulnerable persons from Burma both in Thailand and Burma. As part of the strategic assessment, capacity development efforts were also evaluated for the program’s 36 CBOs and sub-grantee partners.
